It's not an endless loop. After you talk to the water gym leader the fire gym will be unlocked and you can fight her, even though she will still be in the fire cave. She is in two places at once

How do you get out of Galatea Woods? Both exits (besides the one into Galatea) are blocked and there's a man at one saying the path is off-limits.
