Don't know about your game but here's how it works for me:
Got 4 enemies against me, I kill one of the first three, all of which had 40-50 timer on them.
One more pops up to replace the dead one with a 75 timer, being second last to act.
The way I notice it working is the way everyone else was saying... if I kill an enemy, the next one drops in to replace that one in the turn order. I always find myself trying to think ahead to which monster I should kill, but in the end I always realize that it made no difference and I'm about to be attacked either way, lol.
For instance, I literally JUST killed a King Slime and an Abomination was the next monster in line... and the next attack after mine that killed the King Slime was the Abomination hitting me.
Thunder Mage, Kemet God, King Slime... I killed King Slime, the next monster dropped in. Next attack didn't belong to any of my monsters or even one of the other two enemy monsters. It was the new one xD
