Default Best Story...

Creating a game storyline is like writing any story. You start with the idea, your characters, their location. You need to figure out what they're fighting against - is it external or something internal? Are the characters fighting against each other or against someone else? It's the conflict that typically hooks the reader.

Without knowing more of what you're looking for, it's difficult to respond - your question is sooo open ended.

If I were to write a story for an open-world fantasy game, I'd either:

Start with a few characters:
Who's your hero? Who's the antagonist? What is their conflict? Is it against some huge, magical foe (Lord of the Rings)? Is it against a more natural foe? Are they a nobody when they begin and grow into a hero? Are they already a hero?

Determine the type of world it is:
Is it a more realistic world (Game of Thrones)? Is magic accepted or persecuted (D&D)? Is it a rough world in turmoil that has been suffering for a long time? Is it a peaceful place that is just seeing the beginning of its troubles?

Typically, characters start out as a nobody (Fallout, Fable), although DragonAge allowed you to choose to be a noble as well. These characters typically have something to overcome - prejudice, weakness, poverty, betrayal - and are given guidance by a parental figure or wise mentor figure.

As a writer and a gamer, I'd suggest that you make the character approachable - someone that the player can immediately empathize with / imagine themselves in their place / want to be. They're special in some way.

The hook is typically the character themselves or the problem they find themselves in, either immediately or very soon after they're introduced.

Start there - see where it takes you.

Good luck!
