Questions about iPad Mini

Hey guys, I live in the UK and am thinking of buying an iPad Mini from ebay

Do all ipad minis come unlocked? If I buy an iPad mini that says on the description that it comes with an Orange nano-sim, can I change the sim and just use another one?
