The guy in the top right corner of the top screen refills your mana for you, but watch out for the creeping fire you can't just sit there all the time.

Also doing a mission on the top screen gives you one of three items.
Cloak = faster mana recharge
Staff = double shot
Boots = move faster

Levelling up is just for the sake of it really, its just a persistent stat, the game does get faster and faster the higher you get though.
As I'm at level 23 and its noticeably faster.

When you are at the top screen, you go to the hermit at the top-right most of the screen where the flames are. Wait for the flames to disappear, and stand in front of the other guy who will replenish your mana. Get out of there before the flames come back to full size, and get back in there to get more mana.

As far as levelling up, i think it only has something to do with how far you've gone into the game, kinda like your overall score.
