When I clicked on that episode in the game to buy it, it still showed $.99 cents for me.

Yeah the 2nd episode was free when I got it. Guess they just probably just removed it and the description hasn't been updated yet. Least the original game is free after a year of being paid.

Obviously don't do anything on just my say-so, but isn't that one of those situations where you're merely confirming that you want to "buy" an IAP with no cost?

Like when you reload a previously purchased game or IAP? I feel like a very popular adventure puzzle game (two youngish boys as the protagonists?) did this a while back, and it seemed to work fine...

Personally, I would try it and see what happens. I mean, it's only a buck, right?

The price of the IAP probably hadn't refreshed when you tried to buy it.

I just tried and it said it was free and unlocked immediately.

That was The Jim and Frank Mysteries that did this, and yeah, it was an unusual method at the time.
