Nope, it was approved by Apple on 14th October with 17th October release date.

This is pretty...uh...awesome. Terrific art, and punchy, responsive gameplay that Feels Good. Does get fairly repetitive, particularly before you upgrade your power, but I suppose that's part and parcel of the genre to a large extent. Finished first world and can't find IAP of any sort, so frankly scratching my head as to why this is free.

Maybe an accidental launch, since it is supposed to be release on 16th/17th October and the developer may forget to set his price to whatever (e.g. $3.99).

I have a feeling this was released early and for free for the Kickstarter backers. Whatever the case, it's AWESOME and will definitely be worth the $3.99 it's supposed to be at. If it's released on Android with a price, I'll gladly throw a few bucks their way.
