opengl es texture que

i can specify 4 vertices of a texture from 0-1, so i could use just a small area of the texture. is there anyway to do the same with where im mapping it to? can i take the full texture and make it fit in the top left corner of a square in the 3d world? can i then set a colour for the rest of it?

at the moment all i can think of doing is have another square for this texture and display it 1 pixel above the bigger square underneath.
