Default Deleting IOS 7?

Alright, here's my story. I was clearing some space on my iPhone 4. I had it running on iOS 7.1.1. So scrolling down on my usage list, I saw the iOS update in it, and it allowed me to delete it. It happened to be taking about 400 mb of my space. So I was wondering if anyone else has encountered this, and if it was possible to go all the back to IOS 6 using the process.
