Need an artist and a programmer for App ideas

I am looking to find one programmer and one artist to work with myself and a colleague at creating a company that focuses on education Apps for educators, a niche that I think could have tremendous growth opportunities. To be honest, you're going to need to be able to be an artist and/or a developer to get people on the forum since that's where a majority of the work lies. Unless you have an extremely high budget, I'd recommend you learn how to develop yourself since developers follow their own ideas unless they can get paid enough to do something else.
