You can charge for GPL code. The requirements are that source must be provided as well and you may not restrict reuse and redistribution, and that any derivative code is also GPLed.
In practice this means the original publisher can charge but once in the wild there tend to be free sources available.
Apple dev rules used to prevent public disclosure of source; they were GPL-incompatible so you effectively couldn't legally have a GPLed app store app. I believe that's since changed.
It's possible iHeroes didn't meet those requirements; dunno because I bought Palm Heroes instead.
