This raises the question of how closely Apple monitors my app spending. Can they on a whim determine what number app downloaded any item is at any time? If so what else can they do?

I think at one point someone won with paper toss, anither freebie.

Many things, but you can't suppose they have much access just from that. TBH, getting to know the 25th billion app should be quite easy. Each transaction done in the appstore must be logged, and each transaction has an app and an id attached, and they're numbered. It is quite simple.
