The company obviously has a chronological numbering method, otherwise they couldnt identify the 25 billion app download.

Maybe Apple gets paid a certain amount of cash to make this event by a certain iOS dev, and it's already chosen that the dev's app is the "25 billionth" to promote it.... and the user who won by downloading that app in the first place is some random person who recently downloaded it.

Possibly, but i dont think that people would really notice the name of the app as much if they lost and didnt see their name on the winning post.
