it's about the accuracy of the mouse and the speed which you can handle it while maintaining accuracy. That doesn't happen with a controller. As for the kb, it is about the vast number of keys you could configure, allowing you to do more in less clicks, or alternatively, configure the positioning to w/e makes you feel better.
And well, as for the gaming PC, a decent future proof PC is probably ~$1000 dollars, maybe less if you know what to pick and where to pick it. And if you consider that you not only use the PC for gaming, replace it not in its entirety but by parts when you have to and etc. it might be the same cost/benefit as a console.
(I'm biased, but I was also a console gamer, but since I got my gaming PC I have almost stopped playing consoles).
