My best guess is *and this is just a guess* that if they did this, existing owners would get the new updates free, but new users would have to pay like an iap ....otherwise i think they would have mentioned it earlier that it was an iap for all users....(and i do hope this is the case)
Edit: no longer so sure. Judging by the post it honestly isn't very clear how it effects existing users. The post pretty much didn't help my hope that existing users wouldn't pay again (especially for users that paid for it...)
