Anything that runs on the new iPad will run as well, If not better, on the iPad 2. It has far less pixels to push, hence why everything is designed for the iPad 2 and doubled up. Technically the new iPad isn't faster, because all the remaining power is in the display.

The new iPad running a game at 1024 x 768 will be faster than an iPad 2 running a game at 1024 x 768 (assuming the game is GPU limited such that the iPad 2 can't already achieve 60 fps).

That's assuming they don't release a retina version, which is highly unlikely these days, developers get lambasted if they don't provide retina enabled apps, TWD is no exception to that. So while you are correct, the likelihood of an app being SD is slim to none, and there is no way to force the iPad to operate in non retina mode.

Yes there is. Forgotten Memories will be running in 1024x768, and EPOCH was updated with iPad 3 effects, but no retina. NOVA 3 should be getting an update "soon" that adds the option to play in a reduced resolution with DOF, particle, and motion blur effects.

No. You misunderstood me. I mean that we, the users, cannot force apps to run in non retina mode. Developers can do whatever try want, but the majority of new apps either are or will be retina enabled apps. It'll be like the iPhone and people will be up in arms that their games and apps aren't designed for the retina iPad screen, as many already are. I see countless apps rhat have complaints about the non-retina display.

Simply put, any app that is a retina app will run almost exactly the same, if not better, on the iPad 2 because the new iPad has to do tons extra work to power the display, which is why I held off for the next iteration.

Back to it running on the iPad 2. I was looking around on the internet and, from what I can tell, it is supposed to run on all iPads. I'm assuming that if it can run on the original iPad, it'll do just fine on the iPad 2. I'm so excited!
