Out of country gift card

I live in Canada. If I make a Japanese iTunes account not attached to a credit card, can I add an iTunes card I bought in Canada to buy games and IAP? Also same question replacing the word Japan with US?.

you need new account on Japanese store if you want to use that japanese gift cards and you can buy only from that store...
