Cross promotional Idea

Have any of you thought about banding together a group os say 15-25 different indie developers and using each others user base for cross promotion? I know I have been seeing more and more about Publishers and I will not lie I have debated offering a publishing side to my business, but instead i do not see why a group of developers could not band together and use in app advertising for each others games to increase user bases. sort of like what tap for tap does, but without a third party involved. Anyone hear of anyone being involved in or trying anything like that?
