I wonder if this means Elite abandoned World of Retro Computer Games (as it appears to be the same app, just not universal.)

Yep, it appears to be the same app. It seems that they are expecting buyers of 'Retro Computer Games' to buy another app of the same games to have access to the IAP purchases which they had originally promised with the first app. I bought the original for future IAP purchases which have never been released.

They should also probably take 'Retro Computer Games' off the iTunes store as well.
