Unlikely. If he set it to developer release even if it passed review, he has to login to the dev site to put it on the store and the dev site is offline until the 28.
On a side note, anyone have any idea how to migrate your character from BGEE? I'm almost finished with my first game but I won't have space for both BGEE and BG2EE on my iPad. :-(
I don't know for sure, but it would have to be done either through a cloud save feature, the file transfer window within iTunes, or direct import between apps. For the second one, you can find out right now by syncing your ipad and checking if BG1 shows any files available for export. The last one would require both apps to be installed at the same time to work. As I said, I don't actually know but these are my guesses. Use the extra time before release to track down the hidden books in BG1 that will permanently raise each stat by 1. There are numerous guides that will point out their location.
