You are indeed correct - end of the year is goal. Or when its done. We can guarantee one thing - we won't release it til its awesome. We have a lot of moving parts in the game: research trees, exploration, ship to ship combat, on ship combat, building etc. Just a lot of systems to get working together. And then balancing. Lots and lots of balancing. And then balancing some more.
