You really should change the barbarossa scenario turn to allow 1000 turns like the other 3 star scenarios I was really close to competeing it but due to the turn limit I lost For a new campaign you should make one in the Pacific

I am confused. Did Strategy and Tactics II Deluxe rebalance the game so that IAPs are no longer needed or possible? Or will I just be stuck at one of the scenarios forever and be unable to progress now that IAPs have been disabled in Deluxe?

No, we didn't make a rebalance. All the scenarios can be finished with no payments, as before, but now there's an opportunity to skip the mission, if you get stuck.
